 Emergency Food and Shelter Program

  • Must meet income guidelines
  • May assist with a deposit for moving into a new home, or eviction notice from your landlord




Winter Crisis Program
(Emergency HEAP)
Begins November 1 and ends March 31 each year
 provides assistance, once per heating season, up to $250.00
to income eligible households that:

  • are disconnected, or need a deposit to be to have 
    their utility turned on
  • have written notice of gas and or electric disconnection
  • have less than a 10 day supply of bulk fuel
  • need wood or coal

    Tri-County Community Action and the Area Agency on Aging 
    will assist persons age 60 or over who need assistance.

All assistance is subject to availability of funding at the time.

Summer Cooling Program
Begins June 1 and ends August 31 each year
The program will assist eligible households, with the following:

Income eligible senior citizen households, 60 or older, may receive assistance of up to $175 for their electric utility:

  • Seniors do not need a disconnect notice or need to be placed on the Percentage of Income Payment Plan in order to qualify.
  • Seniors may also receive an air conditioner if they provide a physician’s statement verifying they have a respiratory illness. Air Conditioners are available to those who have not received one through the Summer Cooling Program within the past three years.

Income eligible households who do not have a senior citizen, 60 or older, as the head of household  may qualify for up to $175 for their electric utility:
